Summary WHAT IS THE WAGE & INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Responsibilities WHAT DOES A TAX ANALYST DO? A Tax analyst serves as an analyst which plans, coordinates, and conducts analytical studies, and projects. In this role, you will be responsible for performing technical and analytical staff work. You will be required to oversee programs which include strategic compliance program planning, business systems planning, customer account services, taxpayer education and communications, and administrative support. As a Tax Analyst you will: Develop and interpret guidance on program planning, execution, and evaluation for the compliance, accounts management, Statutes , RIVOand/or taxpayer education and communication functions. Study problems facing operating unit functions or those of particular concern within the organization assigned. Analyze assigned program areas to discern trends in program delivery and consolidate report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements. Review proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluate new requirements, policies, and modifications for impact on program operations, systems, and resources. Coordinate site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required. Prepare reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations, where differing or competing viewpoints may occur. Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations. Must be a U.S. Citizen or National IRS Employees with Career or Career Conditional Appointments. - Qualifications QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following requirements by the closing date of this announcement.GS-9 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Experience in analyzing and applying the Integrated Data Retrieval System (IDRS), and Integrated Automation Technology (IAT) tools as it relates to providing guidance for making adjustments on Business Masterfile (BMF) and Individual Masterfile (IMF) tax accounts; Experience in identification of Fraudulent and Identity Theft activity on the Business Master File (BMF) and Individual Masterfile (IMF) tax accounts; Experience with identification and resolution of Barred Assessments and identification of Assessment Statute Expiration Date (ASED) and Refund Statute Expiration Date (RSED); Experience with account research for payments and tax assessments using IDRS and develop and implement a Statute Search Process; Experience with cross-functional programs and their interrelationship with assigned program to conduct pre-selected reviews and studies/projects; Experience using analytical and evaluative methods in order to assess and measure program operations effectiveness, identify gaps, consolidate findings and recommend alternatives; Experience in recognizing tax issues that impact assigned programs in order to make recommendations; and experience in oral and written communications to exchange information, prepare reports, explaining program differences and recommending improvements and/or corrective action. OR A Master’s or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR Two (2) full years of progressively higher level graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR A LL.B. or J.D., if related. OR A combination of experience and education equivalent to the amount required.You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.-The experience may have been gained in the public sector, private sector or Volunteer Service.
